Some cats prefer it dried, but ours are crazy for fresh! See our Shop Kitty, Pyewacket, in some pictures--she prefers to "hunt" some & drag it off into the garden to consume! :)
Catmint is also wonderful for people & makes a delicious tea. Traditionally used to encourage restful sleep or to banish headaches. Bags will contain arial parts of the plants, including flowers when available. 4 oz bail-jars contain 3 ounces by volume of dried herbs.
